For VS2010, which I think is the IDE you are using, can you please try turning On:

IDE tools menu -> Options -> Extension Manager -> Load per user extensions when running as administrator

and restarting the IDE.

For VS2012, the option is:

IDE tools menu -> Options -> Extensions and Updates -> Load per user extensions when running as administrator

hopefully this will fix the problem for you.
