Please note in the attached image some errors in the VA Outline when some different code styles are used.
Also, regarding the comment, selection from VA Outline of a method that has some comments before its start, will bring the cursor to the comment instead of the actual method code.
Tested version: 1557.

I am seeing the same effect here. Thank you for the clear description. The functions not being grouped together is:
case=7151
When jumping to a function with a comment, when "Display Comments" is turned off the comment is taken to be part of the function when you are dragging and dropping, or deleting the function, so this makes sense, since VA is jumping to the start of the "item". However it does look odd, so I have put in a case about this:
