Is refactoring available in Visual Studio 2005 for VB.Net projects? How about Visual Studio 2008 for VB.Net?

It is. Most of the refactoring operations work in VB.NET, and so does VA Outline. The main exception is Extract method. We are working to get this working in VB, but I don't currently have an estimate on when this will be done.

If you do not have VA installed the simplest method is to just download the current version, run it in trial mode and try out the refactoring commands for yourself.
