What is the "Change visibility" refactor item used for? How can it be activated?

Currently this is never active. The menu is there, ready for when we implement this feature. Perhaps we were a little over eager in adding the menu item 
If you want to re-order items in a class, so moving them from private to public visibility you can easily do this via drag and drop in VA Outline. |
