For example:
const myString = "Hello, world!";

- VA underline "const" and tooltip says it is a "Syntax Error".
- No auto-completion for "myString".

However, "const" is recognized as a keyword.

I have just added this line to a .js file using VS2005 and VA 1721 and I am not seeing any underlining at all on this line. If you change the colours for:

VA Options -> Advanced -> Underlines -> Underline spelling errors in comments and strings using
VA Options -> Advanced -> Underlines -> Underline mistyped symbols using

what effect, if any, does this have on the underlining you are seeing? I would not expect there to be any tooltip for the underlining from VA, that sounds more likely to be underlining from the IDE or some other plugin.

Also when I type "mys" on the next line I am getting a VA listbox offering me "myString".
