Guys,
I don't know the difference between what issues you want to hear about and what is merely minutia so I will report and you can ignore anything that fits the latter case.
If the user has "Auto-load last project" set and installs/upgrades VA_X, the next time VS opens it does not autoload the last project. The only reason I even posted this problem is because I thought it might have a more significant and yet undiscovered implication since I believe that it possibly infers the installation has changed a VS.2003 private registry entry.
