Once you've pulled down the FIW or SIW, I think you are forced to select something. Clicking outside the list still selects whatever was last highlighted in the list. This means that you can't use them just for reference.
We can reproduce only a tiny problem in build 1214 related to this: Float the VA View. Open the FIW and highlight and entry by hovering. Slide mouse to the right. Re-enter the VA View and click the dropdown. The highlighted entry is opened.
This little problem is on the backburner of our todo list.
Please describe steps in 1214 to reproduce a different problem.
VA View is docked. Drop-down FIW. Top file should be highlighted. If not, hover over some file to highlight it. Click in some empty space on the main toolbar. Highlighted file is opened.
