It looks like the context bar at the top of the editor window is causing the horizontal scroll bar to disappear -- or more accurately, be drawn below the screen.
This does not happen always, but does exist even in VA 6/7.
If I do something to cause the entire IDE to repaint the windows, then the scroll bar reappears -- for a peiord of time. Then after switching between files, it disappears again.
