Hi,
Just grabbed 1214, and when installing it first opened an Abort|Retry|Ignore dialog saying that I should close any open instances of Visual Studio. Needless to say, I didn't have VS.NET running.
The only out-of-the-ordinary thing is that, as I have the DirectX extensions for VS.NET installed, there is a process running called 'DXDebugService.exe' (Process name is 'DirectX extensions for Visual Studio'). I'm wondering whether this process is interfering with your VS.NET detection code.
What do you check to determine whether VS.NET is running?
