1) don't select any text
2) From the menubar, select VAssistX | Insert VA Snippet
3) you see following
4) now select some text
5) From the menubar, select VAssistX | Insert VA Snippet
6) va snippets with $clipboard$ va snippets with $selected$ va snippets with shortcuts
vanishes.
I don't think this is expected.
Also, what is the keyboard shortcut for invoking "VAssistX | Insert VA Snippet" |

As soon as you select some text, VA only shows you Snippets that work on selected text. A snippet that uses $clipboard$ does not have to also work on $selected$, so this grouping makes no sense.
Since you have selected the text, and then said you want to insert a Snippet, it is reasonable to assume you want to only consider Snippets that act on the selected text.
We don't set a default keyboard shortcut for inserting Snippets, but you can very easily set one yourself in "IDE options -> Environment -> Keyboard", and map a keyboard shortcut to the command VAssistX.VaSnippetInsert. Personally I map this to Ctrl+# (Text Editor). |

"As soon as you select some text, VA only shows you Snippets that work on selected text" -> but aren't snippets under the hidden section "VA Snippets with $selected$" and hidden section "VA Snippets with shortcuts" among those that work on selected text? |

Since VA is only showing you snippets that work on selected text, there is no need for the section "VA Snippets with $selected$", since this does not actually help, and its just an extra menu layer you have to work through.
I doubt if any of these snippets have shortcuts, since you cannot type the shortcut without replacing the selected text, thus loosing the selection, so there seems to be no point in creating a snippet with a shortcut that uses $selected$ |
