Please add an option to the Text Editor->General->Surround selection on /*, (, { and # that allows specifying the number of spaces and/or new lines to insert along with the surrounding symbol.
if you want a fair degree of control you may want to setup some autotext rules, using $selected$ you can then bind a keyboard shortcut to "VAssistX.InsertAutotext" giving you quick and easy access to the autotext rules that will act on the selected text.
