VS 2005:

In all other tools windows, pressing Ctrl+Tab brings up a dialog that lets you navigate to difference windows/files.

I'm not seeing this. Do you have your window pinned or docked some where?

I have my docked to a group of windows on my 2nd monitor so I have up at all times.
