I have the setting 'local symbols in bold' turned on but when i create two variables in an 'using' clause the second variable is not marked as local symbol:

I am seeing the same effect here. Thank you for the clear description.

case=6757

It turns out VA just does not understand this second variable at all, which is rather unhelpful.

case=6757 is fixed in Build 1561
