We are considering adding support for a global VA Snippets file, in addition to your local snippets file:
case=1008
For now the VA snippets are stored in plain text files, which you can manually merge or replace if you want, to copy across a default standard set of snippets:

This is something we are still looking to do at some point, since it is clearly a useful and helpful feature. For now you can copy around the TPL files that the VA snippets live in, which will provide a standard base for everyone to start from, but unless you merge the TPL files, this will wipe out people's local custom snippets.
