I was wondering why Whole Tomato wouldn't offer build 1842 to those who had valid licenses through the 1840 release, since 1842 fixes a regression introduced in 1840?

Our policy is pretty simple and is presented at time of purchase. You get all updates for 1 year (or 6 months) from time of purchase. Having a simple policy and sticking to it just kind of makes sense. Any exception to that becomes precedence for further exceptions (my license was valid for the beta but not the release, my license was valid for the release but not for the next build that had some improvement, my license was valid for multiple betas but not the final release, etc).

As far as the 1842 fix is concerned, see this post http://forum.wholetomato.com/forum/topic.asp?TOPIC_ID=9983 for directions on how to get the fix without needing a license valid for 1842.
