"Mutliple instances of an IDE on one PC count as one user."
Well, this seems to be not entirely true. I have a 4 user license. When 4 PCs run the IDE, it is not possible to start a second instance on one of them.
  What am I missing here?

Despite your best efforts to know where a license is installed, it's likely you have a 5th PC with VA X and your license. Perhaps that PC launched VA X between the time you started the first instance and your attempt to start a second instance.
Send us your license info via our contact form. Get the info from the "Copy Info" button in our options dialog.
