When the VAX toolbar is floating, I get tooltips for both the VAX tollbar icons, and for the underlying source code. This looks odd, but isn't a big deal. See WT_1217_TWOTIPS.BMP emailed to support.

We can reproduce the anomaly in VS.NET and VC++ 6.0.

Low on the list of things to fix.
