This is about the "VAX Context Toolbar", specifically the "List of Methods in Current File (Alt-M)" combobox.

If you drop down that combobox, and then lay on the Shift key, the contents of the edit control portion of that combobox flash incredibly.

reproduced here. i used alt_m to open the list box rather than the mouse. this only happens if i hold down shift before moving the highlight. holding down shift after moving the highlight to select one of the functions does not cause any flashing.
