The files in Solution Explorer have two icons. One represents the file type and one representing its status, e.g. "Checked out", "Checked in", "Excluded from solution".

OFIW only displays the file icon. It makes sense to show both these icons. That way it gets easier to distinguish the files you are working with at the moment.

Team System, SourceSafe etc.

Don't think the icon is dependent of the source control. It's the same for both of the above.
