ResEdit (http://www.resedit.net/) has some enhancements over the Visual Studio Resource Editor.
You should be careful when you edit with both of them (ResEdit and VisualStudio), I was able to crash Visual Studio with a resource script - usually you have to remove the include statements from the top of the ResEdit generated resource script / and do some conversion in order to have the script available in Visual Studio resource editor.
You can do the toolbar stuff in a different resource file using ResEdit and include it in the main script afterwards.
I'm curious if Microsoft will fix the resource editor in Visual Studio 2010 (maybe 201x).
