Funny thing: typing 
Response.Redirect()
in a C# file under VS2003.NET brings up the parameter tooltip for Redirect. This tooltip seems to be the default one from VS, but it is not syntax colored. As soon as I type the quotes inside the brackets, the tooltips becomes syntax colored.
